The event was also organized by the Austrian National Defense Academy and the «Dialogue of Civilizations» Research Institute (Berlin). The working group works closely with the Austrian Federal Ministry of Defense and the Austrian Federal Ministry for Europe, Integration and Foreign Affairs.

More than forty experts on regional security issues from the South Caucasus countries, as well as the Russian Federation and the member states of the European Union (including Germany, Holland, Greece, Belgium) were invited to the seminar.

The research group has existed since 2002, its activity is connected with the development of practical recommendations for the work of the key negotiation platforms of the OSCE - the Geneva International Discussions (GID) and the Minsk Group). At these sites there is a diplomatic dialogue on the ways of peaceful settlement in Nagorno-Karabakh, South Ossetia and Abkhazia.

The 18th working meeting of the members of the research group was held under the slogan: «South Caucasus: Leveraging Political Change in a Context of Strategic Volatility».

Lieutenant-General Erich Csitkovits, commander of the Austrian National Academy of Defense, Michael Schmunk, Germany’s representative to the OSCE (2010-2013), Professor Peter Schulze, co-founder of the «Dialogue of Civilizations» Research Institute, addressed the seminar participants.

During the work of the research group, the key events of 2018 that affected the political life of the South Caucasus were discussed: the Georgian initiative «Step to a better future» for Abkhazia and South Ossetia (April), the presidential elections in Azerbaijan (April), the velvet revolution in Armenia (May) , mass protests in Tbilisi (May), Syria’s recognition of the independence of Abkhazia and South Ossetia (May), mass protests in Nagorno-Karabakh (June), a tour of US National Security Advisor John Bolton (October).

Anton Chablin, a representative of our Center for Scientific and Social Innovations, presented a report on the topic «Hate export: Radicalism seeps across borders». The report was devoted to the problems that the experts of our Center have been dealing with for many years - the spread of radical Islamism and terrorism in the regions of the South and North Caucasus.
